Sydenham 2030 Extension - stays at 11th March 2005

At the last Council meeting Brimbank City Council upheld their earlier decision to extend the consultation and submission period. The request to extend even further to June 30th 2005, was rejected. The 11th March deadline however has been made on the basis that if the community feels that not enough consultation has taken place, that the date will be again be reviewed.

McCubbin Drive 2030 Plan

The meeting of McCubbin Drive residents and others affected by the "Sydenham 2030 Plan", voted in favour of asking Brimbank City Council for an even longer extension to the consultation and submission period. The meeting voted to extend the submission and consultation period until 30th June 2006. It is expected that the request will be made of Council at their meeting on Tuesday 9th Nov.

Vic Mazzone told an audience of approx 100 Sydenham residents that the meeting had been called "to provide an opportunity to tell people about 2030 and for them to realise what it meant for them." He also said that he had been advised by a Town Planner that "something of this magnitude having such a great impact, could take 2 years to develop a response to". This same Town Planner has agreed to work with the residents to develop a submission as a response to the Council's 2030 Plan for Sydenham.

Sydenham 2030 Extension - 11th March 2005

The Mayor of Brimbank, Sam David JP, read out a statement at the beginning of the Brimbank City Council's Committee meeting on the 26th Oct. The statement made clear "that any persons seeking to deliberately disrupt this meeting will be asked to leave" and it was also clear from the attendees that they intended to be heard.

During the proceedings, Cr Natalie Suleyman advised the Committee that she had a received a petition as a request from the meeting held on Th 21st Oct at Sydenham Community Centre, in connection with the "Sydenham Transit City Draft Report".
Attendees at that meeting had asked for a 12 month extension to the timelines that applied to community input to the plan, however Council was only prepared to accept a date of 11/3/2005 for consultations and submissions to be provided. This was so that it could make its decisions and recommendations and finalise the draft for the April 2005 Council meeting.

The motion put forward by Cr Natalie Suleyman was therefore to extend public submission time to 11th March 2005 - the motion was carried unanimously.

Did They Get it Wrong?

The State Government's Melbourne 2030 Plan identifies Sydenham as a Transit City. In the draft 2030 Plan for Sydenham, maps clearly identify 3 areas - Taylors Lakes, Watergardens and Sydenham. The main thrust of Brimbank's 2030 Plan for Sydenham is to build high density accommodation and commercial buildings, with the centre of this new development being Watergardens.

Rightly or wrongly, existing buildings and businesses in the Watergardens area, use the address of Taylors Lakes. Shouldn't the plan therefore be Taylors Lakes Transit City ??

Guidelines - High Density

The Department of Sustainability and Environment's new Guidelines for Higher Density Residential Development released in November 2004 will apparently help ensure higher standards for higher density housing developments in Victoria. Part of the Melbourne 2030 package, the guidelines provide advice to developers, councils & communities about what constitutes best-practice. The guidelines apply to buildings of 4+ storeys and include height, neighbourhood character, street setback, open space, overlooking and overshadowing aspects.

3 Storey Height Limit

The Bracks Government has moved to quell widespread community anger over high-rise development in Melbourne's suburbs by introducing a three-storey limit for new buildings in residential areas.

Draft 2030 Plan for Sydenham

Of particular interest to me at the moment is the far-reaching Melbourne 2030 Strategy and in particular how it relates to Sydenham.

The State Government’s strategy as we head for the year 2030 is contained in a master plan called Melbourne 2030 and it identifies Sydenham as not only a Principal Activity Centre, but also as one of 13 Transit Cities across Victoria. The draft Sydenham Transit City Plan was the subject of a Forum held on 21st Oct 2004, where residents were asked for their views.
